    Project Description    
The Okanogan Irrigation District (OID) requests $230,000 to undertake agricultural water conservation throughout the district in order to save 600 acre ft of water annually which would be dedicated to instream flows for endangered steelhead & chinook. Presently the OID achieves an 86 % efficiency rate. District-wide conservation measures would be achieved by 1) installation of flow meters & flow measurement devices, 2) software for water budgeting, accounting & tracking of conserved water, 3) improvements to booster stations & variable speed drives, & 4) an automated system for water delivery. Inadequate instream flows obstruct access to 12 mi. of high quality spawning & rearing habitat above the OID diversion dam. Results of a limiting factors analysis in the lower 4.3 miles of Salmon Creek indicate that passage flows of 15-20 cfs are required below the diversion dam. A study undertaken by the OID & Colville Tribes identified alternatives to provide these flows. Conservation & six other alternatives are being implemented-together that would provide year-round flows to support the life cycles of steelhead & chinook. Salmon Creek is identified in 3 independent studies as having the greatest potential for supporting anadromous fish populations in the Okanogan Basin. A fish ladder has been constructed at the OID diversion dam & the District's fish screen has been upgraded to NMFS' criteria. To date, $2 million have been spent towards fish recovery in Salmon Creek.
